Executive Director – Jefferson County Development Corporation

Position Summary

Under the direction of the Executive Committee, the Executive Director leads the promotion and marketing of Jefferson County as a competitive location for business, industrial, and economic development. This position collaborates with employers, local government, educators, workforce partners, and community organizations to strengthen workforce capacity and support economic growth. The Executive Director also educates stakeholders and assists in packaging economic incentives. Salary range $100,000 - $130,000.

Leadership & Strategic Planning

- Promote and market Mt. Vernon/Jefferson County through personal relationships and sales strategies.

- Lead business retention, attraction, and expansion efforts.

- Lead the development and implementation of the annual work plan and/or strategic plan.

- Review bylaws and policies with the Executive Committee and recommend updates for Board consideration.

- Lead the organizational and financial management of the Jefferson County Development Corporation.

- Assist Executive Committee with board and partner development and engagement.

- Provide Board and Governance Support.

 

Economic Development & Business Services

- Maintain relationships with developers, site selectors, and regional stakeholders.

- Build and maintain partnerships with local governments, businesses, P-20 education, and regional, state, and federal organizations.

- Oversee daily operations including administration, finance, marketing, and PR.

- Oversee responses to Requests for Proposals (RFPs).

- Support fund development, including but not limited to grant writing.

- Coordinate the packaging of local, regional, and state economic development incentives.

Minimum Qualifications

- Bachelor’s degree or equivalent education and experience required; Master’s preferred.

- 3+ years of economic development experience required; 5+ preferred.

- CEcD or similar economic development certification preferred.

 

Knowledge, Skills & Abilities

- Knowledge of economic development practices.

- Understanding of government operations and incentives.

- Strong project management and analytical skills.

- Strong time-management and multitasking skills.

- Leadership and communication skills.

- Budgeting and grant management experience.

- Marketing and sales skills.

- Proficiency in Microsoft Office; Adobe preferred.

- Ability to work independently and resolve conflicts professionally.

- Adaptability to shifting priorities and other duties as assigned.

Working Conditions

- Full-time, minimum 40 hours per week; evenings/weekends as needed.

- Travel required.

- Office-based work environment.
